I understand from it that the CCGs do not have written criteria that they use to judge ‘affordability’ of a service. I understand that there is a programme management process that coordinates schemes to ensure consistency of project development and decision-making. I would like to ask for further information about this under the freedom of information legislation.

• Please could I have information about the programme committee, its membership and terms of reference and the criteria it is using in order to ensure “consistency of project development and decision making”.

• In order to judge affordability, Commissioners will be using figures such as the cost of the service and the cost per case and also have figures for other therapy services. Could you advise me what figures are being used and what is the source of those figures and whether they have been checked for accuracy.

• In the Clinical Commissioning committee meeting on 12.5.2017, the minutes state (under financial impact) that “there is no accurate breakdown of the cost of the service per modality. Psychodynamic Psychotherapy is estimated to cost circa £750K”. Can you advise me how Commissioners have achieved greater certainty to the figures they are using to judge affordability of the service.

• Finally may I ask please for a copy of the Quality, Equality and Equity Impact Assessments for the Derbyshire population that relate to this proposal. I am assuming this is where the impact of the service being decommissioned is assessed. If there is another report about that please may I have a copy of that too.
